Binary package hint: kdebase

I just upgraded from kubuntu 8.10 and khotkeys seems to be missing
entirely.  For example, when I try to run the KDE Menu Editor, I get
this:

"Unable to contact hotkeys.  Your changes are saved but i failed to
activate them"

I can edit the menu just fine, but get a similar error when I commit my
changes.

Things like alt-tab to switch windows no longer works.

I have searched all over for khotkeys but am unable to find it, nor
where it should be.
