It can not be set to default as it is a licensing issue for mp3. Canonical currently ships a licensed version for gstreamer, but the latter is too buggy to be suggested as the default sound engine to use with Amarok.
So, unless somebody pays the license costs for libxine, the user will have to install those himself...
