Public bug reported:

Binary package hint: systemsettings-kde4

When in systemsettings want to set time or date and press Apply I get error that time server cannot be accessed altough the option to automatically set time and date is unchecked. Then another error pop-up that says that date cannot be set, and then third error message saying that time zone cannot be set. First I tought that maybe this is authorization problem since no root/sudo password has been asked and tried to start systemsettings with 'sudo' but I got same errors. Seems to me that Date&Time module always tries to connect to the NTP server regardless of unchecked box for Auto-set date& time. (and yes I have working internet connection at the time)
Here is last few lines from console where I started systemsettings...

systemsettings(10918) MainWindow::readMenu: "    " found module ' "Датум и време" '  "clock.desktop"
systemsettings(10918) MainWindow::readMenu: "    " filename is  "clock.desktop"
systemsettings(10918) KServiceFactory::findServiceByDesktopPath: "findServiceByDesktopPath:  not found"
systemsettings(10918) MainWindow::selectionChanged: Selected item:  "Датум и време"
systemsettings(10918) MainWindow::selectionChanged: Comment: "Поставке за датум и време"
systemsettings(10918) MainWindow::selectionChanged: Needs root privs: false
systemsettings(10918) Dtime::findNTPutility: ntpUtility =  "ntpdate"
systemsettings(10918) Dtime::save: Set date  QDateTime("уто мар 31 21:22:29 2009")
kdesu: Unknown option 'attach'.
kdesu: Use --help to get a list of available command line options.
