As far as I can see, casper is behaving appropriately, but there simply
aren't any language packs on the Kubuntu 9.04 beta desktop CD,
presumably for space reasons. It's standard operating procedure to fill
the CD up with language packs where possible shortly before release, so
I would expect this to be fixed more or less automatically shortly
before release if it's at all possible.
