Even in Kubuntu 8.10, the most recent version of Kubuntu, we are still using the KDE3 NetworkManager applet.
In Kubuntu 9.04, however, we are using the KDE4 Plasma widget. If you could test with a live CD it would be much appreciated. Alternatively we could just close the bug report if you would like.
