[Bug 346084] [NEW] qt4-qtconfig doesn't do anything helpful

In the latest jaunty alpha's, Qt has a number of (seemingly related
issues).

Firstly attempting to change the Qt theme from gnome-control-center
(qtconfig-qt4) does nothing.  The only way I was able to change the qt
theme was to install kdeartwork and systemsettings, I shouldn't have to
do any of that, qtconfig-qt4 should work.

Otherwise, all (or at least as far as I can tell) qt4 apps behave very
poorly in a default gnome installation.  They have (I tested with kate,
ktorrent, konqueror) a lot of strange graphical errors.  Often times
widgets (especially the top menu bars) won't draw until you mouse over
them, and the main text area in kate doesn't properly refresh, sometimes
refreshing partly when you scroll up or down or add or delete lines.
Especially in a text editor like kate, these errors render everything
just about unusable.

What is most intriguing to me is that all of these applications work just fine in a kubuntu installation, but have numerous strange problems when installed from gnome, which makes it seem like either:
a) some needed dependency is not installed or not running
b) something in gnome is trying to theme or style Qt and is just causing lots of problems

in summary:
qtconfig-qt4 doesn't change themes
Strange issues where qt(4) doesn't paint things properly
These problems only occur in qt 4 applications installed in gnome, in kubuntu, there are no such problems.

I thought qtconfig-qt4 might have been causing some interference, so I
uninstalled it, and wiped my ~/.kde folder, but to no avail, the
problems were the same as before.

I've tried everything with at least oxygen and qtcurve, same issues.

To reproduce:
fresh jaunty install
do updates
install and run kate/ktorrent/etc

You may need to open up a document and scroll around for a little bit to
start seeing problems, also try popping up and down the konsole toolview
in kate, and mouse over the main menu bar icons quickly.

I noticed this a while ago (before I believe qt 4.5 was the default, but
I'm not sure about that)
