[Bug 405815] [NEW] tooltip for kget drop target shows up when not appropriate

Public bug reported:

Binary package hint: kget

If I have the drop target enabled, the tooltip for it will appear when
the mouse cursor is in the same position as the drop target *even if the
drop target is on another desktop.*  If I disable the drop target, the
tooltip still shows up when the cursor is in the drop target's last
position.  Since the tooltip lists all files in the queue, it is huge
and incredibly annoying.
