[Bug 397920] [NEW] XRender desktop effects not working after reboot

KDE version: 4.3.0-rc1 (4.2.95)
System: Dell Studio XPS 16
Graphics Adapter: ATI Radeon Mobility HD 3670

When I enable Desktop Effects with Compositing Type = XRender, after
rebooting the system, the desktop effects are no longer applied. In
fact, certain Desktop elements look _worse_ (see attached screenshot).

In order to fix the issue, every time that I reboot the machine, I must
go into the Settings > Desktop > Desktop Effects, uncheck and re-check
the Enable Desktop Effects so that I can hit "Apply" which will re-apply
XRender Desktop Effects.

Note: This issue is not present when Compositing Type = OpenGL, however,
I cannot use OpenGL due to the following bug that I reported some time
ago and has yet to be resolved: https://bugs.launchpad.net/bugs/369042
