[Bug 395496] [NEW] digikam imports should allow to convert jpeg quality

Public bug reported:

When importing photos from a memory card or a cam, it allows to select
"on the fly operations (only for JPEG)", and provides an option "convert
to a lossless format (PNG)". It should allow to change jpeg quality (90%
for example) directly in the importation dialog…
