I'm sorry, I don't know what package is concerned by this bug report.
I use gnome, and I can use GTK+ theme for KDE apps (in kde
systemsettings). For example dolphin looks like this :

Except some fonts problem, there is a feature not supported by this theme : it is not possible anymore to "quick move" a
scrollbar with a middle-click on the location we want to move it. It works with oxygen theme, and it works under gnome with GTK… It should work with GTK+ theme too…
