The talking clock feature of KDE 4.3 uses kttsd via dbus.
The dbus portion of kttsd ships with the kdelibs-dev as per http://packages.ubuntu.com/jaunty/i386/kdelibs5-dev/filelist (kspeech)
In order to get the talking clock to work one would have to install kdelibs-dev as well as the x11 dev packages it pulls in


$ qdbus org.kde.kttsd "/KSpeech" say "Hello World." 0
