[Bug 319458] [NEW] Weird panel behavior

Binary package hint: kdebase

On opening a new file either through Adobe Acrobat or Okular (pdf in my
case), panel that has KDE menu, taskbar etc starts wobbling
continuously. The behavior started abruptly, was not visible earlier. It
just doesn't stop unless the file is closed. Able to reproduce the
behavior in case of any file format and not just pdf related.
