I have a fix that works for me and makes complete sense:
(my) problem was user was not in admin group (after creating new user then - silly me? - deleting previous user + files before logging out and back in.
To add user to admin group withou any admin user available:
Bootup with (K)Ubuntu cd and edit as root etc\groups to add user name to admin group.
