I confirm it on Intrepid with kde 4.2.

Too bad I originally thought it was an fglrx rendering issue.  Indeed it
is not: you get it also with the radeon driver.

Furthermore, problems are not limited to the scrollbars.  Minor glitches
also appear with "tabs".

If you disable the oxygen style for gtk-qt and ask for the raileigh
style for gtk apps things look uglier but at least correct.
