[Bug 417307] [NEW] Slow keys disable keyboard

Public bug reported:

I'm using Kubuntu 9.04 but this problem was in 8.10 also. When holding
down a spesial key combination (shift, ctrl can't remember) for a few
seconds a dialog box appears asking me to enable slow keys. If I then
choose "no", the keyboard is being disabled. And a reboot doesn't change
that. I have to manually go into system settings and first enable slow
keys and then diable slow keys, then my keyboard works again. This
problem has been confirmed on two different Kubuntu installations on two
different computers.
