1) sudo apt-get install --reinstall kde-window-manager would have done the trick
2) this has nothing to do with signing but checksumming
3) since it is unlikely that apt-get didn't compare the checksums or that both checksums were wrong ... I would think that your filesystem just lost the file (e.g. if you did a hardware reset shortly after the upgrade, when the files where not synced to the disk) or that the hard disk block itself broke .... there are loads of options but most of them are software unrelated. Anyway, dpkg would not allow for installations to be half-way done, so it must be some issue that appeared after the upgrade (my best guess is filystem related).
