Both ideas depend on whether you use tabs and how much you use them, so
we prefer to go with what KDE sets as default, since they must do it for
a good reason.

That means 
1. no-go
2. default in KDE 4.3

If you feel that the tab bar should be shown by default, please request
a change at http://bugs.kde.org to get it changed in KDE. Because from
my point of view there are people who might not use tabs (as much) and
thus wouldn't need the bar always on, but instead can get an additional
line of text out of the available space, so I personally feel like not
showing it by default. Anyway, this really should be discussed over at
KDE, so if you think it would really be worth changing, please report a
bug at http://bugs.kde.org

I'll consider this bug Won't fix, even though 2. is technically fixed,
but the general position on both changes it to go with what upstream
thinks is best, so if KDE deactivates the close button for 4.4 we will
not reactivate it.
