Changing line 3 of my bookmarks.xml from:

<xbel dbusName="konqueror" >

To This:

<xbel dbusName="konqueror" xmlns:bookmark="http://example.org">

Fixed it. Arora can now import. Perhaps KDE 4.3.00 should "fix" the
bookmarks.xml file if it finds that line incorrect from upgrades to
Karmic or maybe it's in the actual browser?
