[Bug 404392] [NEW] "Different activity for each desktop" always creates an extra desktop

You have been subscribed to a public bug:

I'm supposed to be able to assign activities to desktop/workspaces but
whenever I try it always adds an extra desktop... with one of the
activities spread out across more than one desktop.  So if I start with
one desktop I end up with two and if I start with four desktops I end up
with five.  enclosed is a screen capture taken right after turning it on
with four desktops initially.

Using kde 4.3 (KDE 4.2.98 (KDE 4.3 RC3)) from the PPA but I had the same
problem with the previous RC as well.
