[Bug 368702] [NEW] Underline on "Add Widget" button flickers when resizing panel

Environment: Kubuntu 9.04 Live CD
Package version: 4:4.2.2-0ubuntu4

In the panel configuration bar, the underline on the A in "Add Widget",
and the L in "Lock Widgets", flicker when resizing the panel.  By
contrast, the underline on the other buttons e.g. M in "More Settings"
does not flicker.

Here is a screenshot taken while furiously resizing the panel.  Due to
the flickering, you see no underline on the A in "Add Widget" etc.

The flickering occurs both when resizing the panel width, and when
resizing the panel height.
