I've the same problem. When kwallet is disabled the widget refuse to connect to a wifi network.
I've a fresh install of kubuntu 9.04:
$ dpkg -l | grep network-manager
ii  network-manager                            0.7.1~rc4.1.cf199a964-0ubuntu2           network management framework daemon
ii  plasma-widget-network-manager              0.0+svn930811-0ubuntu2                   KDE plasma applet for controlling NetworkMan
And I've found this line in the auth.log:
