The initial if could probably be enhanced to
IF !kdeglobals OR  !kdeglobals-contains-"Country="
this way also updates would be affected by this improvement, and not just new installations.

I did quite some QA on the change, still I recommend to do some further
testing, since I created this code quite some time ago and might have
missed something (we really do not want to kdeglobals).
