[Bug 274779] [NEW] Clicked the "Add Activity" button when zoomed out and primary activity container disappeared

Public bug reported:

I clicked the "Add Activity" button and nothing happened, so I clicked
it again and was left with the checkered background and no activity
containers at all.  I'll try and leave the desktop in this situation for
the rest of the day and if there is anything I can upload that might
give a clue as to what happened, I'd be happy to do it after work.
