I believe Intrepid's kdm theme solves this quite nicely.

is what it basically looks like, except with a black version of the wallpaper and a more transparent widget theme.

Anyway, the menu button is placed on the bottom bar with a nice icon
next to it. It changes colors when you hover over it.
