[Bug 291710] [NEW] Localization doesn't apply properly / fully on the taskbar

Public bug reported:

If I set my locale to Sweden / Swedish in KDE4's system settings the
applications and system in general will turn Swedish.

However the taskbar doesn't! In the language settings dialog the date is
reported as:

"fredag 31 oktober 2008"; however the clock in the lower right says "31 Oct 2008" - clicking it also brings up an Swe-nglish calendar. The days are in english:
Mon Tue Wed Thu, etc. but the "week" pre-label to the current week and the month are in Swedish.

When hovering over active windows, the window will say on this window
for instance:

"Report a bug - Mozilla Firefox.
On Skrivbord 1."

That is, the "on" word is in English, but "Desktop" is in Swedish. 
The file opener seems to have Swedish messages (at least "open") - right clicking the trashcan brings up a Swedish menu. Recent plugged in hardware is Swedish.

As the region and language settings knows how to describe dates in
Swedish - it shouldn't be a lacking translaton string but simply KDE not
reading it.
