I just tried the same with the final 8.10 release, with the same
outcome.

This time I launched the process from a root terminal, 
so here is the result:

root at l1:/# kdesudo "adept_manager --dist-upgrade"
UpgradeWizard::checkForDistUpgrade

kapture::PkgSystem::PkgSystem()
