I have been in communications with Trolltech about this, and here is
their preliminary response:

I replied with the information provided in this bug report, that
removing the palette-related lines from Trolltech.conf allows the
correct color palette to be used when Qt4 apps are running under KWin.
If I get a response or Trolltech promotes my report to a Qt bug tracker
ticket, I will post that here.
