It's entirely possible that this is two separate issues but we can't
really tell yet.

The bug stays as incomplete until we can get enough information for a
developer to start working on it in which case it becomes 'Triaged' or
until someone can reproduce it reliably in which case it becomes
confirmed. It's not unusual for a bug to remain Incomplete for quite a
while
