Thanks for reporting this issue and helping to make Kubuntu better.

I cannot confirm this behavior. If I check the setting, I get all
windows over all workspaces. If I do not check this setting, I only
traverse the windows in the particular desktop I am in. I get the same
result if I have the desktop effects enabled or disabled.
