Same notebook here: Dell XPS M1330, nvidia GF8400 GS.

I can confirm that, as you say, "the amount of brightness 'hops' in my case have varied from 2 to 4 steps for a single Fn+Up/Down press".
However it seems to me that the number of brightness hops also vary when a menu is open. The only difference to me is that this progress bar indicating the brightness level is not shown.
