Open browser here is a context indendent entry, meaning it doesn't care at all if you click on empty space an URL a rendering glitch.
As the icon indicates it is the _file_ browser it is talking about and it will open the current _directory_ in the _file_browser. A feature to open URLs directly in the default browser is on the todo for KDE 4.2 though.
