[Bug 262062] Re: system tray 1 row/2 row cutoff change

The cutoff is now 46 pixels, so "Normal" still has a one-line tray. I
wouldn't say there's any problem, but it seems like there's plenty of
room for two lines of tray icons at the "Normal" size of 46. To me this
is a UI/usability issue, so I don't want to make any decisions on it,
but I do think two-lines saves space and matches the QuickLauncher
better. Consider me neutral.
