[Bug 280355] [NEW] Turn off/Restart window-background is completely black but doesn't fade if compositing is turned off

Public bug reported:

The turn off/restart/logout window that appears upon clicking Quit
button (widget) makes the whole background go black, while it is
supposed to fade to dark.

This scenario is observed without compositing:

Tested on Kubuntu Intrepid 8.10 beta on a VM.
