[Bug 280100] [NEW] KDE4 panel config bar hides behind panel when moved

Public bug reported:

Binary package hint: kdebase

On moving the dashboard down while the panel is larger than it's normal
size, the dashboard window hides behind the panel:

As an alternative, the panel could be resized immediately as the
dashboard is being pushed down.\
