I've install kcontrol from this PPA:
http://ppa.launchpad.net/kb9vqf/ubuntu

And now I can customize iconnsets and color schemes for Qt3
applications.

But there is issue with styles:
If I choose QtCurve for KDE3, KDE4, Gnome - all work and look good and similar

But if I choose QtCurve for KDE3 and  Sculpture for KDE4 I will have
Sculpture and B3 or QtCurve and Oxygen.
