[Bug 301059] [NEW] Cannot change link icon on desktop

Summary:
Making a link from Kicker to Desktop (folder view plasma widget) and attempting to change the icon on the plasma widget does not allow changing of icon.

To reproduce:
1. Drag an icon from kicker Favorites to Desktop (folder view plasma) and click "Link here". 
2. Right click on the icon and select Properties
3. Click on the icon button to change it and choose a custom one
4. Click Apply/OK and you will be given a permission error.

Note: Not sure whether to link to kdebase or kdebase-workspace. Linking
to former.
