I'd like to counter that. I think the problem also persists in Kubuntu 8.04 HH KDE 3.5.9 release. I experience similar problems, and I searched up this bug report which I believe is a duplicate: https://bugs.launchpad.net/ubuntu/+source/kdebase/+bug/131767 (there is some differences in the errormessages people observe but I believe them to be error messages not related to the true cause.)  
The one piece of interesting information I have found about it is that the problem for one user disappeared after deinstalling knetworkmanager.
