Thanks for submitting this problem and helping to make Kubuntu better.

I cannot reproduce this problem. I was able to drag & drop a bookmark
from the address bar to the side bar into a folder without any problems.

Could you please re-test this with the newest packages 3.5.9. If you can
reproduce it, please provide more information that could be related as
well as step-by-step instructions how to reproduce it.
