Part of this sounds like bug 187406 which was recently fixed in Hardy.
Could you test on hardy whether the mp3 support installer works for you?

"I shouldn't have to run code from universe to play MP3s." This part is
a non-bug.  MP3 support can't be shipped in main for patent reasons.
