I have seen the exact same behaviour on Ubuntu 7.10 with the same card:

0c:00.0 Network controller: Intel Corporation PRO/Wireless 3945ABG
Network Connection (rev 02)

Not sure if the particular combination of access point and network card
in a WEP scenario can be the cause.

Access point is Netgear Rangemax WPN824v2
