[Bug 197201] Workaround

Install language-selector, run:
$ sudo gnome-language-selector
select english as the system language, apply, restart
run System Settings again, select english, apply

I still have several applications in japanese, though I've gone the extra step of uninstalling japanese language packs(don't want to take the risk...)
I hope a reset later solves that.
