[Bug 240673] [NEW] [KDE] systemsettings cannot be navigated with only keys - *needs* pointing device

Public bug reported:

Binary package hint: kde-systemsettings

On a system with no mouse or other pointing device, one can't open
systemsettings and navigate to Keyboard & Mouse -> Mouse to enable Mouse
Navigation (to move pointer with numpad). systemsettings' "icons" seem
to be buttons; as such, focus can't simply be put on the area containing
them to allow keyboard input to choose between them. Upon clicked, they
aren't selected, but rather opened.

Miceless systems include semi-servers that run desktop environments but
are generally left alone, as torrent tanks, connection sharers, or
whatever else imaginable.

Knowledge of Kcontrol is needed, but it doesn't even have a menu entry
in Kubuntu's default menu setup; *its* tree view can be navigated with
keys alone. Alternatively, knowledge of being able to run 'mouse' from
the alt+f2 run menu.

Neither of which are obvious to a new user.

This is on a Kubuntu 8.04 system, running KDE 3.5.9.
