I have the same symptoms. KDE4.0.4 on Kubuntu Hardy AMD64. I have a
GeForce7600GS with the 169.XX drivers.

I did find something like a workaround, but it is a bit slow at best.
When logged in, try to log out. The logout popup box takes a lot of time
to load, but it appears eventually. Logging out takes about 2 minutes.
Having done this, login again and all appears to be fine. Networkmanager
loads, my pager shows the correct number of desktops, et cetera.

My log files did not show anything unusual as far as I could see and I
did not see any error messages. I'd like to help out more, but this is
all I know ATM. :/
