May be the same here. Using gnome on hardy with latest updates and
software only from repos (desktop effects on)

Clicking in an app on the bottom panel don't show it, Clicking in a
window app don't get focus. Launching apps from the menu show without
problems. Clicking again in other win app don't get the focus

Switching with alt-tab and the app got focus
