[Bug 200178] [NEW] feature request: configurable actions after reaching ratio limit

by default after reaching ratio limit the torrent is stopped. i'd like
to be able to manually specify what to do. for example automatically
remove torrent and data when it's seeded to required ratio. obviously
that should be configurable for every torrent and have a global default
value that i also can configure.
