I respectfully beg to differ.

kde-guidance-powermanager along with klipper, sound volume, amarok etc
live in a section of the KDE panel I call the "service" area - KDE
probably has a different / better name for this.

One applet that catches my eye when I log in is a green ball - the
"Adept Notifier 2.1 Cruiser (Using KDE 3.5.9)".

It seems to be able to add and remove itself from the KDE panel just
fine.

This is perfectly do-able.
