[Bug 189333] [NEW] [hardy alpha] kde-guidance-powermanger powersave works incorrectly on battery power

Public bug reported:

Binary package hint: kde-guidance

On Dell Latitude D510 laptop and Kubuntu Hardy Alpha 4.
When the laptop switches to battery power and the kde-guidance-powermanager switches to Powersave mode the CPU frequency goes to maximum.
I have checked also with cat /proc/cpuinfo and it also shows that the CPU is at max. 

When the policy is Dynamic this does not happen.
