I only use incoming.

No.

Even without any action it does not work. I for one have a Pipe through 
SpamAssassin that should simply feed the mail through SpamAssassin (which 
marks it for further processing) but it does not to do that. It does not work 
with simple MOVE IF SENDER=SOMEGUY either.
