I confirm this bug. If I attach my canon PowerShot A720 I see:

Dec 15 22:30:12 casa kernel: [ 1114.876039] usb 5-8: new high speed USB device using ehci_hcd and address 11
Dec 15 22:30:12 casa kernel: [ 1115.035633] usb 5-8: configuration #1 chosen from 1 choice

In /var/log/messages, but nothing happens in KDE (I would expect a "new device" popup).
However I can correctly download images with Digikam, just gone in "Import".
