Okular got more dependencies, thus you might not want to have it
transit. Also, if you feel uncomfortable with that decision you are free
to add the transitional packages (should only be ~100 for core KDE).

I am not faimilar with the stated observation.

Debian Lenny ships KDE 3 and KDE 4 (like we did in 8.04, where we had
both KDPF and OKULAR), now we are past that stage and replace KDE 3
components as KDE 4 replacements become available!
